Professor Timo Minssen

Biography

Timo Minssen is Professor of Law at the University of Copenhagen (UCPH) and the Founder and Managing Director of UCPH’s Center for Advanced Studies in Bioscience Innovation Law (CeBIL). Timo is currently a TUM Global Visiting Professor at the Technical University of Munich, where he researches the governance of AI and quantum technologies . He is also affiliated with the Centre for Law, Medicine and Life Sciences (LML) at the University of Cambridge , where he collaborates – inter alia – on studies of Intellectual Property (IP) and regulatory aspects in quantum technology. Furthermore, he advises clients as a senior advisor at X-officio Advokat AB.

More generally, his research concentrates on IP-, Competition & Regulatory Law with a special focus on emerging technologies and their applications in the health & life science sectors. At UCPH he leads large interdisciplinary research projects with the University of Cambridge, Michigan University, the Danish Technical University, Harvard Law School and Harvard Medical School which examine legal issues in advanced medical AI, quantum technologies, pandemic preparedness, biologics, orphan drugs and sustainable innovation in emerging biotechnologies. He is i.a. steering committee member of the International Network for AMR Social Science (INAMRSS), scientific advisory board member of the Munich Intellectual Property Center (MIPLC) and the Copenhagen Centre for Regulatory Sciences (CORS), and steering committee member of the Danish Association for the Protection of Industrial Property. Timo also serves as an advisor to the EU Commission, the WHO, the WIPO and national governments regarding studies of the health & life science sectors, digital health, open science and pandemic responses.
