Hon. Alexander G. Gesmundo

Biography

Chief Justice Alexander G. Gesmundo is the 27th Chief Justice of the Supreme Court of the Philippines. He obtained his law degree from the Ateneo de Manila University in 1984 and passed the Bar examinations in 1985. He began his government career at the Office of the Solicitor General, where he was recognized as Most Outstanding Solicitor in 1998. He subsequently served on secondment as Commissioner of the Presidential Commission on Good Government from 1998 to 2001. In 2002, he was promoted to Assistant Solicitor General and, in 2005, was appointed Associate Justice of the Sandiganbayan, where he later served as Chairperson of its Seventh Division. He was appointed Associate Justice of the Supreme Court on August 14, 2017, and Chief Justice on April 5, 2021.

As Chief Justice, he spearheads the Supreme Court’s reform agenda under the Strategic Plan for Judicial Innovations 2022–2027 (SPJI). The SPJI seeks to modernize the Judiciary by reviewing its organizational structure and operations and establishing an information and communications technology infrastructure capable of supporting the delivery of responsive and real-time justice. It is anchored on four guiding principles: Timely and Fair Justice; Transparent and Accountable Justice; Equal and Inclusive Justice; and Technologically Adaptive Management. These principles advance three principal outcomes: Efficiency, Innovation, and Access.

Chief Justice Gesmundo has played a significant role in the development and revision of Philippine judicial rules and policies. He has chaired or served in numerous Supreme Court committees and technical working groups, including those concerned with ethics and ethical standards, the revision of the Rules of Court, computerization and library services, civil and criminal procedure, virtual hearings, caseflow management, and the Revised Student Practice Rule under Rule 138-A. He also served as Chairperson of the Technical Working Group for the revision of the Law Student Practice Rule and contributed to initiatives involving judicial integrity, speedy trial, legal education, and access to justice.

He has likewise made substantial contributions to legal education. He was a former Vice-Chairperson of the Department of Remedial Law of the Philippine Judicial Academy and remains a member of its Corps of Professors. He served as Bar Examiner in Remedial Law in 2009 and 2015 and has taught remedial law at several Philippine law schools. He was also a member of the core committee of the National Conference for the Revision of the Rules of Civil Procedure.

His work has received national and international recognition. He has been conferred the degree of Doctor of Laws, Honoris Causa, by Centro Escolar University, Manuel L. Quezon University, Philippine Christian University, Lyceum of the Philippines University, and Philippine Law School. In 2021, he was conferred the honorary rank of Knight Grand Cross of Rizal. In 2023, he received the Chief Justice Richard W. Holmes Award of Merit from the American Judges Association, becoming the first non-American recipient of the award.

Chief Justice Gesmundo has participated in numerous international judicial programs and study visits involving judicial administration, legal aid, judicial integrity, competition law, intellectual property, refugee law, and access to justice. These experiences have contributed to his continuing efforts to strengthen and modernize the Philippine Judiciary.
