Biography
Carlie Ware Horne earned a B.A. from Yale University and a J.D from Berkeley Law. She served as a federal district court law clerk to the Honorable Claudia Wilken (Northern District of California). After two public interest fellowships (Relman & Colfax Civil Rights Fellowship and ACLU Racial Justice Project Marvin Karpatkin Fellowship), she worked as a staff attorney at the ACLU Drug Law Reform Project, which has since been re-named the ACLU Criminal Law Reform Project. Carlie served fourteen years as a Deputy Public Defender in Santa Clara County. She represented adult and juvenile clients at all stages of defense in criminal prosecution, including arraignment, pretrial motions, jury trial, plea bargaining and sentencing. She designed, implemented and supervised an innovative pre-arraignment team of public defenders in Santa Clara County, representing incarcerated clients within the first hours after arrest and advocating for pre-trial liberty. She authors the chapter addressing Search and Seizure Motions in the Continuing Education of the Bar (CEB) California Criminal Law Procedure and Practice guide published by Board of Governors of the State Bar of California and Regents of the University of California. As a volunteer attorney coach in the high school mock trial program, she is active in the Santa Clara County Bar Association.
