Mark Fiore

Director & Associate General Counsel – IP, Facebook, Inc.

Mark Fiore is Director & Associate General Counsel, Intellectual Property, at Facebook, Inc. In this role, Mark has global oversight for the company’s intermediary liability measures for Facebook, Instagram, and affiliated services. Among his responsibilities, Mark directs the company’s daily compliance with the Digital Millennium Copyright Act (DMCA), Communications Decency Act (CDA), E-Commerce Directive, and similar legal regimes worldwide covering copyright, trademark, counterfeiting, defamation, and related laws.

Mark’s work spans numerous IP-related initiatives, including Facebook’s Rights Manager program for videos and various initiatives targeting counterfeits, as well as the company’s notice-and-takedown program. Mark also supports the company’s public policy and litigation efforts pertaining to intermediary liability, and he regularly meets with rights holders ranging from luxury fashion brands to movie studios.

Prior to joining Facebook, Mark was Counsel at Weil, Gotshal & Manges LLP, where he represented Facebook and other online platforms, including eBay in the Tiffany v. eBay litigation. Mark graduated from the University of Pennsylvania Law School in 2002, where he was a member of the Law Review and author of the note, “Trampling the ‘Marketplace of Ideas’: The Case Against Extending Hazelwood to College Campuses” (150 U. Pa. L. Rev. 1915 (2002)). Mark received his bachelor’s degree, cum laude, from the University of Pennsylvania in 1999.
