Biography
Russ Bloomquist is the Program Manager and Senior Full Stack Developer at Maryland Legal Aid, where he leads the organization’s innovation initiatives and AI integration efforts. A technologist, designer, and builder at heart, Russ develops tools that enhance access to justice through automation, data intelligence, and user-centered design. His projects—including ExpungeItMD, the MCLA CMS, mlaGPT, and others—demonstrate how technology can empower legal aid staff, pro bono volunteers, and community partners.
With more than 25 years of experience in software development and creative technology, Russ bridges strategic vision with hands-on engineering. His background spans full-stack development, systems design, and AI policy implementation. Outside of work, Russ co-owns a farm in Vermont that produces honey and maple syrup.
