Tod Cohen

VP & Deputy General Counsel, Twitter

Tod Cohen serves as Vice President and Deputy General Counsel, Legal for Twitter Inc. Tod is responsible for the following legal functions at Twitter, including: Litigation, Regulatory and Antitrust; Employment Law; the Global Data Protection Office; Law Enforcement and Safety; Human Rights; and Global Policy Legal. Tod joined Twitter in January 2019.

Before joining Twitter, Mr. Cohen worked for eBay Inc. and its constituent companies including PayPal, StubHub, and Skype between 2000 and 2018. In 2015, Tod served as General Counsel of StubHub, the world’s largest event ticket marketplace until the end of 2018. Between 2000 and 2015, Tod was Vice President and Deputy General Counsel for Global Government Relations and multiple other legal functions at eBay including intellectual property, law enforcement affairs, global investigations, antitrust and regulatory issues.

Prior to opening eBay’s Washington DC office in 2000, Mr. Cohen was Vice President and Counsel of New Media at the Motion Picture Association of America (MPAA) from 1998-2000. After becoming a member of DC Bar in 1992, he spent six years as an associate with Covington & Burling in Washington DC and London. While in London, Tod served as European Vice President and Legal Counsel for the Business Software Alliance. Mr. Cohen received his B.A. from the University of Utah in 1985, and his J.D. with Highest Honors from the George Washington University Law School in 1992. Before law school, Mr. Cohen worked as a Congressional aide for four years.
